一，个人需提交的基本材料

　　

1.Basicmaterialstobesubmittedbyindividuals

　　

1.教育部出具的国外学历学位认证书、国(境)外学位证书及成绩单。如为进修人员的，提供国(境)外进修材料和国内硕士研究生及以上学历学位证书或副高级及以上职称证书。

　　

2.出国留学前国内获得的相应的最高学历学位证书。如出国前系在职人员的，提供原工作单位同意调出或已离职材料。

　　

3.护照、签证及所有出入境记录。

　　

4.居民户口簿和身份证。如留学期间户籍已注销的，提供90天内有效的户籍注销材料。

　　

（1）Certificateofforeignacademicdegree,certificateofforeigndegreeandtranscriptissuedbytheMinistryofeducation.Ifitisarefresher,provideoverseasrefreshermaterialsanddomesticMaster'sdegreecertificateorviceseniortitlecertificateorabove.

　　

（2）ThecorrespondinghighestacademicdegreecertificateobtainedinChinabeforestudyingabroad.Ifyouareanemployeebeforegoingabroad,providethematerialsthattheoriginalworkunitagreestotransferoutorhaveresigned.

　　

（3）Passports,visasandallentry-exitrecords.

　　

（4）Residencebookletand左边ID右边card.Ifregisteredresidenceiscancelledduringstudy,provideregisteredresidencecancellationmaterialsvalidfor90days.

　　

二，个人有下列情形的，需补充提交以下材料

1.落非社区公共户的，提供在沪落户地址材料。落户本人在沪房屋的，提供房屋有效权证;落户在沪直系亲属房屋的，提供入户地房屋有效权证和产权人共同签署的同意入户意见书;落户单位集体户的，提供集体户管理单位的集体户口簿地址页和同意入户意见书。

　　

（1）Forthosewhosettleinnoncommunitypublichouseholds,theaddressmaterialsforsettlementinShanghaishallbeprovided.IfyousettleinahouseinShanghai,youshallprovideavalidhousecertificate;ForthosewhosettleinthehousesoftheirrelativesdirectlyunderthecentralgovernmentinShanghai,thevalidhouseownershipcertificateoftheplaceofentryandtheletterofconsenttoentryjointlysignedbythepropertyownershallbeprovided;Forthosesettledinacollectivehouseholdofaunit,theaddresspageofthecollectivehouseholdregisterofthecollectivehouseholdmanagementunitandtheletterofconsenttoentryshallbeprovided.

　　

2.已婚的，提供结婚证书;离异的，提供离婚证、离婚协议书或法院调解书、判决书等。

　　

（2）Ifmarried,providemarriagecertificate;Incaseofdivorce,providedivorcecertificate,divorceagreementorcourtmediationstatement,judgment,etc.

　　

3.有子女的，提供子女出生证及符合国家和本市现行计划生育政策的个人承诺。

　　

（3）Iftherearechildren,providethechild'sbirthcertificateandpersonalcommitmentinlinewiththecurrentfamilyplanningpoliciesofthestateandthecity.

　　

3.1配偶和子女居民户口簿、身份证、在沪落户地址材料、子女出生证、中国护照或旅行证及签证、出入境记录;16周岁以上、在普通高中就读的子女需随迁的，提供学籍材料。

　　

3.1Residencebooklet,左边ID右边card,addressmaterialsforsettlementinShanghai,childbirthcertificate,Chinesepassportortravelpermit,visaandentry-exitrecordsofspouseandchildren;Forchildrenover16yearsoldandstudyinginordinaryhighschoolswhoneedtomovewiththem,studentstatusmaterialsshallbeprovided.

　　

3.2在沪档案保管单位提供的配偶人事档案核实情况表及相关材料复印件。配偶来本市前原来在外省市有工作单位的，提供原工作单位同意调出或已离职材料。

　　

3.2Theverificationformofspouse'spersonnelfilesandcopiesofrelevantmaterialsprovidedbythearchivesstorageunitinShanghai.Ifthespouseoriginallyhadaworkunitinotherprovincesandcitiesbeforecomingtothecity,providethematerialsthattheoriginalworkunitagreedtotransferoutorresigned.

　　

3.3放弃随迁的，提供有效身份证件及书面放弃随迁承诺书。

　　

3.3Incaseofabandonmentofaccompanyingrelocation,providevalid左边ID右边cardandwrittencommitmenttoabandonaccompanyingrelocation.

　　

三，申请单位应具备的基本条件

　　

3.Basicrequirementsoftheapplicant

　　

申请单位应是在上海市注册登记的党政机关、事业单位、社会团体、民办非企业单位、合伙制企业(会计师事务所、律师事务所等)以及注册资金在100万元人民币及以上、信誉良好，在本市正常经营、依法纳税、按规定参加社会保险的各类企业(非企业法人分支机构其上级法人注册资金应不低于100万元人民币)。

　　

Theapplicantshallbeapartyandgovernmentorgan,institution,socialorganization,privatenonenterpriseunit,partnershipenterprise(accountingfirm,lawfirm,etc.)registeredinShanghai,witharegisteredcapitalof1millionyuanormore,goodreputation,normaloperationinthiscity,payingtaxesaccordingtolawAllkindsofenterprisesparticipatinginsocialinsuranceaccordingtoregulations(theregisteredcapitalofnonenterpriselegalpersonbranchesandtheirsuperiorlegalpersonsshallnotbelessthan1millionyuan).

　　

四，激励条件

　　

4.Incentiveconditions

　　

1.在国(境)外高水平大学、国际知名科研机构等担任相当于副教授、副研究员及以职务；在世界500强知名企业、跨国公司等担任高级管理、技术、科研职务；或者经上海市人力资源和社会保障局认定为高层次人才的留学人员，以及在国(境)外高水平大学学习获得博士学位的人员等，全职来本市工作后可直接申办落户。

　　

（1）Holdtheequivalentofassociateprofessor,associateresearcherandotherpositionsinhigh-leveluniversitiesabroadandinternationallyrenownedscientificresearchinstitutions;Seniormanagement,technicalandscientificresearchpositionsinworldtop500well-knownenterprisesandmultinationalcorporations;Orstudentsstudyingabroadwhoarerecognizedashigh-leveltalentsbytheShanghaiMunicipalBureauofhumanresourcesandsocialsecurity,aswellasthosewhostudyathigh-leveluniversitiesabroadandobtaindoctorates,candirectlyapplyforandsettledownafterworkinginthecityfull-time.

　　

2.纳入“上海科技创新职业清单”的用人单位，本市重点产业、重点区域和基础研究领域等用人单位引进的在国(境)外高水平大学获得科学、技术、工程和数学等紧缺急需专业学士及以上学位的留学人员，全职来本市工作并缴纳社会保险费满6个月后可申办落户。

　　

（2）Employersincludedinthe"listofscientificandtechnologicalinnovationoccupationsinShanghai",andoverseasstudentswhohaveobtainedbachelor'sdegreeoraboveinscience,technology,engineeringandmathematicsfromhigh-leveluniversitiesabroadintroducedbyemployersinkeyindustries,keyregionsandbasicresearchfieldsofthecity,canapplyforandsettledownafterworkinginthecityfull-timeandpayingsocialinsurancepremiumsfor6months.

　　

3.拥有专利、科研成果、专有技术等来本市创办留学人员企业的负责人、团队核心成员(一般累计不超过3人)，企业正常运营、招用至少1名员工(不含企业负责人本人)，并按规定缴纳社会保险费满6个月后可申办落户。企业注册资金不少于50万元人民币(实缴)，留学人员企业负责人为第一大股东(不含股份转让、后期资金注入)，个人股份一般不低于30%。

　　

（3）Thepersoninchargeandcoremembersoftheteamwhohavepatents,scientificresearchachievementsandproprietarytechnologytoestablishoverseasstudents'enterprisesinthiscity(generallynomorethan3intotal),thenormaloperationoftheenterprise,therecruitmentofatleastoneemployee(excludingthepersoninchargeoftheenterprise),andthepaymentofsocialinsurancepremiumsaccordingtotheregulationscanapplyforsettlementafter6months.Theregisteredcapitaloftheenterpriseshallnotbelessthanyuan(paidin),thepersoninchargeoftheoverseasstudents'enterpriseshallbethelargestshareholder(excludingsharetransferandlatercapitalinjection),andtheindividualsharesshallgenerallynotbelessthan30%.
